Zone Zero Requirements in Studio City

Zone Zero (officially "Zone 0") is California's new ember-resistant zone law (AB 3074): the first 5 feet around your home must be kept free of combustible material if your parcel sits in a Very High Fire Hazard Severity Zone. In Studio City, LAFD enforces it, and the hillside streets south of Ventura Blvd, from Fryman Canyon to Laurel Canyon, are the affected zone.

Why the first five feet

Embers took homes on Sunswept Drive. Not a wall of flame.

On January 9, 2025, while the Palisades and Eaton fires burned across the county, the Sunswept Fire ignited in the Studio City hills and burned hillside homes off Sunswept Drive before LAFD crews stopped it. It stayed small for one reason: engines got there fast. In a stretched-thin wind event, that is never guaranteed.

Wind-blown embers travel far ahead of any fire front. They land in mulch beds, jasmine pressed against stucco, and wood fences that run straight to the house. The first five feet decide whether an ember becomes a house fire.

If your home sits south of Ventura Blvd, on the Fryman Canyon, Coldwater Canyon, or Laurel Canyon slopes, or in Longridge Estates, Zone Zero almost certainly applies to you.

The Requirements

What Zone 0 requires, and when

Requirements arrive in phases. Rebuilds and new construction comply from day one.

ZONE 2 · 30-100 FT · REDUCED FUEL ZONE 1 · 5-30 FT · LEAN & GREEN ZONE 0 · 0-5 FT · NEW LAW YOUR HOME 5 ft
Zones 1 and 2 are California's existing defensible-space law. Zone Zero adds the strictest band: the first five feet, where mulch, plants, fences, and stored items are regulated. Not to scale.
Phase 1

Clear the five feet

Mulch, dead plants, firewood, stored items: all of it leaves the 0-5 ft zone. Estimated deadline 2027-2028.

Phase 2

Replace what burns

Combustible fences, gates, and attached decks in the zone get replaced. The City of LA sets the deadline, up to 5 years after adoption.

Immediate

New fences & rebuilds

No new combustible fences in Zone Zero once regulations adopt. Rebuilds meet Zone Zero from day one, with no grace period.

Best Practice

Harden vents now

Ember-resistant vents are the highest-value upgrade you can make today. No deadline needed.

Who enforces it

LAFD enforces Zone Zero in Studio City

Studio City is a neighborhood of the City of Los Angeles, so the Los Angeles Fire Department is the Authority Having Jurisdiction for every parcel here. The LAFD Brush Clearance Unit already inspects Very High FHSZ hillside parcels annually starting in May, and Zone Zero layers onto that program.

Enforcement is education-first, per the April 2026 Board of Forestry draft. But Zone Zero is stricter than brush clearance: it covers everything in the first five feet, including fences and stored items, not just vegetation.

Common Questions

Quick answers for Studio City homeowners

Is this the same as LAFD brush clearance?

No. LAFD brush clearance covers vegetation out to 200 feet and already applies to hillside parcels in Studio City. Zone 0 covers everything in the first 5 feet: fences, gates, mulch, and stored items, not just plants. It is a stricter, newer layer.

I live in the flats near Ventura Blvd. Does Zone Zero apply to me?

Check your parcel. The Very High Fire Hazard Severity Zone in Studio City generally tracks the hillside streets south of Ventura Blvd, but zone boundaries follow the official maps, not intuition. Some streets close to the boulevard fall inside the zone.

Did Studio City really burn in January 2025?

Yes. On January 9, 2025, the Sunswept Fire ignited in the hills off Sunswept Drive and burned hillside homes before LAFD crews stopped it, during the same wind event that drove the Palisades and Eaton fires. It stayed small only because firefighting resources reached it fast.

When does Zone 0 enforcement start in Studio City?

Final state regulations are expected late 2026. Rules for new fences and rebuilds apply immediately at adoption. Phase 1 clearing for existing homes is estimated for 2027-2028, and the City of Los Angeles sets the Phase 2 schedule after that.
