Zone Zero Regulations in Studio City
Three laws, one five-foot zone
Each statute added a layer. Here is what each one actually did, in plain language.
Created the zone
Added the ember-resistant zone to California's defensible-space law: the first 5 feet around structures in Very High Fire Hazard Severity Zones must be kept free of combustible material.
Forced the timeline
Directed the Board of Forestry to finish the Zone 0 regulations and set the framework for phased compliance for existing homes.
Refined the rollout
Adjusted implementation and phasing, and shaped the education-first enforcement approach carried into the April 2026 draft.
What Zone 0 prohibits and allows
The zone is measured 0-5 ft outward from any structure, including attached decks and garages.
| In the 0-5 ft zone | Status under the draft |
|---|---|
| Bark mulch, wood chips, dead vegetation | Removed (Phase 1) |
| Firewood, lumber, stored combustibles | Removed or relocated (Phase 1) |
| Combustible fences and gates touching the structure | Replaced (Phase 2, city schedule); no new ones at adoption |
| Most live plants pressed against the structure | Restricted; limited well-maintained exceptions in the draft |
| Stone, gravel, pavers, bare soil | Allowed |
| Hardscape paths and noncombustible planters | Allowed |
This table is a summary, not the regulation. The fences and landscaping pages break each category down for Studio City lots.
The state sets the floor. LAFD writes the specifics.
Zone Zero is a state framework implemented locally. For Studio City, every practical question runs through the City of Los Angeles and LAFD: inspection scheduling through the Brush Clearance Unit, the Phase 2 fence-replacement timeline, and how education-first enforcement plays out parcel by parcel.
That matters here more than in the flats. Studio City's hillside parcels are already in LAFD's annual brush clearance inspection cycle, so Zone 0 will arrive as an addition to an inspection you already get, not a brand-new program.
Regulation questions from the hills
Is Zone 0 law right now in Studio City?
The statutes are law, but the detailed regulations are still in draft. The April 17, 2026 Board of Forestry draft is the most current text, and final regulations are expected late 2026. Once adopted, new-fence and rebuild rules apply immediately.
Who writes the rules that actually apply to my house?
Two layers. The state sets the floor: what Zone 0 is and what it prohibits. The City of Los Angeles, through LAFD, sets the specifics that govern your parcel, including the Phase 2 replacement schedule, which can run up to 5 years after adoption.
Does Zone 0 apply to every home in Studio City?
No. It applies to parcels in a Very High Fire Hazard Severity Zone. In Studio City that generally means the hillside streets south of Ventura Blvd, including the Fryman Canyon, Coldwater Canyon, and Laurel Canyon slopes and Longridge Estates. Verify your own parcel against the official maps.
